{"id":1247,"date":"2019-12-10T22:02:36","date_gmt":"2019-12-10T22:02:36","guid":{"rendered":"http:\/\/tidsed.com\/?p=1247"},"modified":"2019-12-10T22:05:35","modified_gmt":"2019-12-10T22:05:35","slug":"ag-net-west-voluntary-agreements-remain-viable-for-california-water","status":"publish","type":"post","link":"https:\/\/tidsed.com\/?p=1247","title":{"rendered":"AG Net West: Voluntary Agreements Remain Viable for California Water"},"content":{"rendered":"<div class=\"fusion-fullwidth fullwidth-box fusion-builder-row-1 nonhundred-percent-fullwidth non-hundred-percent-height-scrolling\"  style='background-color: rgba(255,255,255,0);background-position: center center;background-repeat: no-repeat;padding-top:0px;padding-right:30px;padding-bottom:0px;padding-left:30px;'><div class=\"fusion-builder-row fusion-row \"><div  class=\"fusion-layout-column fusion_builder_column fusion_builder_column_1_1 fusion-builder-column-1 fusion-one-full fusion-column-first fusion-column-last 1_1\"  style='margin-top:0px;margin-bottom:20px;'>\n\t\t\t\t\t<div class=\"fusion-column-wrapper\" style=\"padding: 0px 0px 0px 0px;background-position:left top;background-repeat:no-repeat;-webkit-background-size:cover;-moz-background-size:cover;-o-background-size:cover;background-size:cover;\"   data-bg-url=\"\">\n\t\t\t\t\t\t<div class=\"fusion-text\"><div class=\"byline element-spacing-small\">\n<h3 class=\"entry-title fusion-post-title\" data-fontsize=\"18\" data-lineheight=\"27\">Voluntary Agreements Remain Viable for California Water<\/h3>\n<p><strong><span class=\"ng_byline_name\">BY BRIAN GERMAN<\/span><\/strong><\/p>\n<\/div>\n<div class=\"published-date-widget\">\n<p class=\"published-date\"><em><span id=\"publish_date\">December 10, 2019<\/span><\/em><\/p>\n<\/div>\n<div class=\"dateline-storybody\">\n<div id=\"story-target\" class=\"clearfix\">\n<div id=\"content-body-\" class=\"content-body\">\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-1248 alignleft\" src=\"https:\/\/tidsed.com\/wp-content\/uploads\/2019\/12\/irrigation-ditch-water-Depositphotos_3147733_l-2015-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/tidsed.com\/wp-content\/uploads\/2019\/12\/irrigation-ditch-water-Depositphotos_3147733_l-2015-300x200-200x133.jpg 200w, https:\/\/tidsed.com\/wp-content\/uploads\/2019\/12\/irrigation-ditch-water-Depositphotos_3147733_l-2015-300x200.jpg 300w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>The concept of a more cooperative approach to water management has been gaining more and more support after initial skepticism earlier in the year.\u00a0 It appears that state officials are warming up to the idea for developing voluntary agreements among water districts and other agencies, despite the\u00a0recent discord\u00a0between state and federal officials.<\/p>\n<p>\u201cThe state Environmental Protection Agency recognizes the danger of not implementing voluntary agreements.\u00a0 They\u2019re anticipating a decade of lawsuits, or more,\u201d said Mike Wade, Executive Director of the California Farm Water Coalition.\u00a0 \u201cThat would impact our ability to deliver water, not only for farms, homes, and businesses but achieving the goals that we have for endangered species here in California and we can\u2019t ignore that.\u201d<\/p>\n<p>Voluntary agreements have been gaining more momentum, as more stakeholders participate in the process to find agreeable solutions to local water management.\u00a0 At the same time as Governor Gavin Newsom\u2019s administration moves to file litigation to block biological opinions drafted by federal agencies, the administration notes that it is \u201ccollaboratively working with state, local and federal partners to refine a voluntary approach.\u201d<\/p>\n<p>The prospect of collaboration between water agencies and water users has endured several setbacks, including the minimum flow decision for the Bay-Delta Water Quality Control Plan.\u00a0 Nonetheless, Governor Newsom included voluntary agreements in the executive order that was issued calling for the development of a water resilience portfolio.<\/p>\n<p>\u201cWe\u2019re looking forward to a new California;
